Policy Dialogue and Advocacy
|
| |
Palestinian entrepreneurs have not been included until now in shaping the economic and social policies in Palestine. It is time, after the failure of the trial and error approach, which brought all the negative impacts to the Palestinian economy, to include the key stakeholders in policy formulation. The young Palestinian generation constitutes more than half of the population, and there is a well-educated businessmen and women who can contribute positively and practically to the different policies that are pursued by the Palestinian Authority. It is time for openness, transparency and particiaption. Policy formulation cannot continue to stay in closed rooms. Young entrepreneurs can no longer be ignored, and has to be effectively and strongly brought in by the government as a key player. It is in YEP’s mandate to assist young entrepreneurs to contribute to the future policies of Palestine. This will be through the use of YEP’s strong channels with the government, and its professional expertise in policy advocacy. Palestinian young entrepreneurs with a legitimate interest in policy outcomes currently lack access to the process, information, and even the language necessary to participate effectively. YEP emphasizes diverse participation to enable broad civic involvement in economic policy making. Young Entrepreneurrs should participate in the formulation of laws and required legislations through suitable representation in the various bodies so as to establish firmly the foundation of a free market economy. The laws and regulations, responsible for the formulation of legal, organizational and monitoring regulations, should be completed so as to prevent monopolistic privileges from abusing their power in pricing and harming the companies of the private sector and their customers. Private and public monopolies should be prevented from extending their power to other activities in a manner that will enable them to take over companies that have been working in specific fields. The young entrepreneurs as a key player in the Palestinian private sector should be allowed to participate in setting the national economic policies, including the national plan to market Palestine internationally. YEP’s Policy Dialogue and Advocacy program is a major mechanism for involving and coordinating all components of the private sector and for linking young entrepreneurs to key actors within the public sector for the purpose of structuring and achieving meaningful dialogue and positive action. Dialogue, interaction and planning will take place at all levels within this program, much of it carried out by and through special committees formed of Board and Founding Members and other stakeholders to address specific issues or challenge areas. The use of committees is a strong theme throughout YEP, and form a strong supportive arm for innovative solutions and recommendations.
